Duncan founded Newkirk Environmental Consultants Inc. in June 1984. Through his experience as Deputy Director of the South Carolina Coastal Council, the Council’s original Permit Administrator, and as the past President of Newkirk Environmental Inc., Duncan has gained recognition as one of the foremost authorities in the southeast on environmental regulations and policies.
